Nichols Award Criteria

PURPOSE OF AWARD:

  1. To encourage more papers dealing with TELEMETRY SPECTRUM at ITC
  2. To honor a telemetry pioneer, MYRON HIRAM NICHOLS
  3. To improve the visibility and presence of the ICTS and the ITC

Myron Hiram Nichols Award for Best Paper on Telemetry Spectrum at ITC [Year]

AWARDED BY:

International Consortium for Telemetry Spectrum (ICTS) of the IFT Aerospace and Flight Test Radio Coordinating Council (AFTRCC)

FORM OF AWARD:

The award will be a plaque awarded by the ICTS and monetary compensation provided by AFTRCC. The author will get listed in the ITC Proceedings and on the ICTS and AFTRCC web sites.

SELECTION PROCEDURE:

A subcommittee of two full members of the ICTS and one from AFTRCC shall be appointed by the ICTS and AFTRCC Chairs to evaluate papers dealing with TELEMETRY SPECTRUM MANAGEMENT or PROTECTION that have been submitted to the ITC prior to each upcoming conference. The ICTS Chair will ask the ITC Tech Chair and Session Chairs to forward Pre-publication copies of papers they feel should be considered.

The subcommittee shall score each paper according to the following scoring criteria. The highest scoring paper shall be the subcommittee's choice for the award, assuming it scored above a reasonable minimum value.

PRESENTATION PROCEDURE:

The Plaque is presented by the Chairman of the ICTS and the Chairman of AFTRCC to the winning author, in a short ceremony at the ITC Opening Session. To allow this to be done in a timely fashion, plaques should be designed and ready ahead of time, with only the name of the author and title of paper to be filled in (engraved) before the presentation.

SCORING CRITERIA:

Points will be awarded as follows:

1. REQUIRED IN ALL CASES:

Subject matter must be principally about telemetry spectrum management, preservation, protection, or advocacy. It is not enough to merely mention telemetry spectrum in the paper. This may mean no award may be made in certain years if no papers of this nature are submitted or found minimally acceptable.

2. TECHNICAL (Up to 25 points)

Paper describes a new or forthcoming threat or encroachment to existing telemetry spectrum that is being generated domestically or internationally -OR- Paper explains an existing technology or process that will improve the utilization of telemetry spectrum in scheduling, management, or monitoring that has been applied in a novel way.

3. CLARITY (Up to 25 points)

Clarity of presentation, relevance, ease of understanding, and compliance with ITC paper format.

4. TIMELINESS (Up to 25 points)

Given for timeliness of the paper to recent or planned domestic or international policy decisions that impact telemetry spectrum (re; legislative/regulatory guidance, encroachment potential).

5. IMPACT (Up to 25 points)

Highlighting a major problem with a direct impact to telemetry spectrum and is being worked on by a recognized regulatory body or industry association. The author does not have to be the discoverer of the problem.

These add up to 100, but it is not expected that any paper will reach 100; the points are only to assign weight for ranking purposes and do not represent a level of perfection.
